In a 1QB PPR dynasty league, rookie draft order is based on Max PF. One team has traded/dropped players without replacing them, leaving only 5 of 11 starters active last week. The manager admits to tanking and refuses waiver adds, despite having 5 open bench spots, to avoid raising Max PF. commissioner argues this leads to free wins for more opponents than others.
