Assuming since you have the 1.03 that you’re rebuilding or re-tooling - I would take best WR.
2027 class will have better QB’s than Mendoza IMO

don't draft for need. BPA. in this case it's Mendoza since it's SF. you could trade cheaply for another dirty QB (cousins, Murray, Geno, etc) because 27 is supposedly full of wr and a few QBs.
personally I'd trade for a cheaper QB and either trade the 1.03 for a future 27 1st plus or take best wr available.1
