When starting a new dynasty league and drafting veterans only, will it then let me do a separate rookie draft? I'm a couple Sleeper leagues but both were teams that I took over when someone quit so I've never started from scratch

You would need to create a supplemental draft after the big draft is done, I believe. But if starting from scratch at this point, I think including rookies in the start up is best.
