Depends on your roster obviously but in a vacuum I think I would hold Bowers, they both avaraged around 15 PPR last season but I like Bowers advantage at the position, I can get another receiver that equals McConkey a lot easier than I can get a TE that equals Bowers, the 1.07 makes it hard to pass up, and is, among other things, where your current roster makes a difference, I'm sure I'll be in the minority on this one but a TE that puts up reciver points is a big advantage
