I believe Costco will let you be the first to join or as long as you pay he will hold a spot for you because you won.

I guess technically it's the first 11 to join the league are guaranteed their spots for 1 hour unless the returning winner doesn't want to join the league.

Keep in mind there will already be one spot filled when you join should the person who won that league last year want to join. I’ll be in this first one, but no, there’s no preferential treatment. Last year winner gets auto-spot and gets to pay early to secure unless they do not want to participate.
