but last year he finished rank 27 and now 2 of the main weapons on the offense are gone and the system this year will be better than last year so how will he be less efficient or not have way more targets

When a WR goes down, targets don't just re-allocate in the same distribution to the next guy up.

I agree with most of your points but at the end of the day Godwin has a lot of room for improvement based on last year and wrs that breakout usually do it in their 2nd season after showing flashes of being good as a rookie which Godwin did

what is gonna hold him back
It's about how many targets he can reasonably get.
