As far as reputable reporters go, the Steelers contract offer only had ~10 million in guarantees last year. If he got hurt and couldn't play ball anymore he'd see none of that huge max contract except that 10 mil guarantee. The Jets deal is has a lot more guaranteed money and is a better long term deal for Bell even accounting for missed money in 2018 @wscheib
