Are they solely going off of combine testing not recorded game speeds?

While lightweight WR are some of the fastest players in the NFL. PFF shows every year that Running Backs are always among the top of actual speeds reached in real game scenarios.

Players like Mostert, Achane, Taylor, Hines ect. Hitting speeds of 21-22MPH. Obviously you have WRs like Hill that actually get opportunities to top that list as well.

But plenty of WRs never achieve game scenarios to actually put their full speed on display.

So seems weird to have top 10 fastest mostly be WRs and several of which do not show it on the field in actual play 🤷‍♂️
