Baker or Burrow?? All rankings say burrow but baker has put up consistantly better numbers.. Help please!!!

Who do I start.. half ppr. I have Bucky Irving, Tank Bigsby, Travis Etienne, and Rico Dowdle. assuming they all play anyways, both jags RBs are questionable and Bucky is too, but if they are all healthy who would you pick?? need to start 2.
