I figure most would want the second, especially with your receivers, but I don't have a problem with it, who knows what player the second will actually turn into, especially if you have a good feeling about it, go with your gut

yeah I think it is fair for Allen. me personally I would probably be content with the WR room you have as idk if Allen makes that much of a difference considering I see CHI passing attack like GB where everyone is going to have decent days. but having the WR depth is ok for sure
