Depends on your setup. You can always modify schedule as commish so that division teams play each other more if you choose to have them. Otherwise, not needed

Personally I enjoy this format (only works for 10 team): 2 divisions, 5 teams each. You play each division opponent twice and each other team once. Only the worst team in each division misses the playoffs

In a 32 team with conferences and divisions. Play each division team twice and top team from each conference gets a bye. Next two teams each conference makes playoffs bottom two teams are wild cards from any conference
