Is there a maximum number of roster spots per position or total that can be set up as a roster in a league?

Yes, you can set a max number of roster spots. That being said, you shouldn't.

I wouldn't do that. One of my leagues has a max of 6 rbs and 6 wrs and it makes trades virtually impossible unless its 1 for 1, which is rare
