They're cap strapped, so if they bring in a guy it's a low cost high upside guy. Keep in mind, they have the WR1 in all of football with a top offense as is. They don't need Allen Robinson. But a Perriman, Cole type signing would be cool. They still have Funchess as well under contract I think.

If they sign a WR it's probably because they miss on a WR prospect again in the draft.
