The league requires 10 days quarantine with a positive and no symptoms. Eligible does not mean activated and play. If they have had symptoms they may not play. Because of the extra day, they are out of that 10 day window. As for the different treatment of Ravens vs Broncos....the Broncos were allowed to practice at least one time before having to play. If the Ravens were to have played today, they would not have had any practices before the game.
