Most teams wouldn’t have a chance every year. It would suck for the game and make it the same teams winning every year. Thus less people would watch, less engaging

I do understand what you're saying though. Soccer is easier to manipulate when you only have a few guys you need to dominate.

It works in baseball, but you'd need a floor cap to make sure owners aren't just doing the bare minimum and using the team as a tax write-off.
