Some commissioners can see it and some can’t. Maybe certain league features or types disable it?

Where in league settings is this? I don't see the option available under any of the menus

I want to know if a 1pm player can play for a 4pm player at all. I would love if you could turn that off in settings

since you can sub out a Monday guy with a Sunday guy who already played, we won’t use this feature.
